Drum as in drum brakes? Several things to try. In extreme cases use a file or sand paper to clean up the hub that the drum goes over. Spray it with some WD40 or similar lubricant. Tapping on the drum lightly while you pry on the back may help. Some cars, imports mainly have two threaded hole in the face of the drum. Screw the right size bolt into each hole and tighten them back and forth. This will force the drum off. You can use a propane torch to heat up the drum right around the hub.
If you use a pry bar or large flat screwdriver to go between the drum and the backer plate and then pry out on the drum. Hold the pressure on the drum and tap the face of the drum with a hammer. Not too hard as you can break the drum. Sooner or later, it will pop just a bit. Turn the drum 1/4 turn and do it again. Eventually, the drum will come off.
Rusty hammer to the rusted calipers should do the trick
on my civic there are two bolt holes in the face of the drum, they are metric thread , you will need to get two bolts and thread them in at equal rates and the drum should "POP" off. they will get tight before this happens . a little oil on the threads will help as they are usually a little rusted up , hope this helps
Initially it'll be a chemical change...but a rusted oil drum is also a weakened one, and (especially if you piled other drums on top of it) it could change shape through applied external forces lower than ones normally needed to change the shape of an oil drum, and that would be a physical change.
remove the rear wheels,sometimes the drums (if they havent been removed before )may have spin on keepers on the wheel studs.just break them off with side cutters.no need to replace them.now if the drum is loose it should pull off the studs.sometimes it can be siezed due to rust and pentrating fluid will help.some times you need to hit the drum with a hammer to loosen the drum,noto hard you dont want to damage it.if they dont come off then its best to take the car to a shop and have them do it.it can be an easy job(if not siezed) or a nightmare(if rusted and seized)hope this helps
Most rust can be removed by a steel brush if its not to rusted
The drum should come off as soon as the wheel is removed. There is nothing holding the drum in place except the wheel. If it seems stuck the brake shoes have probably worn a groove into it, and you may have to back off the brake adjuster to get it off.
I have removed my drake drum today and wondered how to adjust the hand brake as it seams not to work as good as before .i removed drum to change wheel bearing

The brake drum cannot fall off unless the wheel is removed. That is physically impossible.
the fender must be well loosened or removed to get to the hinge bolts
The engine has to be removed.
