Not for sure, he could be in a mental crisis or just doesn't know how to react to this situation
Yes, because Israel turned away from God many times but He still loved them even though He got frustrated He still love them. This is the same with us, we turn away from God and come back to Him and turn away and come back, but He still loves us.
Because no matter how we deny it.. the fact that you once loved him/ her would never go away.. there would still be a part in you're heart that yearns for him. the memories that makes you wonder where you went wrong though it hurts too much.
you can still tell him even though he is very far away.
Loved ones who have passed away cannot do that.
He will still have to pay child support even though he signs his rights away.
It will be hard to date a boy far away that doesn't have a phone. You can still communicate via regualr mail or email.
Because you can tell right away if he or she doesnt want to be with you. They will act weird around you and try to avoid you.

This is a very personal view-point. As some people strongly believe that their loved ones are still with them - it would be acceptable to say that he is still your brother. But when referring to things that he did/said/etc.. you would say "My brother /was/ this..." "My brother /did/ that..." etc.
take him or her on a trip with you and make sure they do not take work with them and see what happens then
