If i cut the casing of a game boy color game to fit into the Game Boy Advance cartridge of a Nintendo ds will the gba's backwards compatibility still apply to the ds?

No, the DS cannot play GBC games even if you cut the cartridge to fit. The DS does not contain a full GBA, it only plays GBA games. It does not have a true GBA's backwards compatibility.
