Probably, but not many sheep would survive the crossing due to the very heavy traffic using the bridge. And Londoners don't like to be held up on their journey into work! I doubt if being an OBE would give you such a privilege, even if the ancient right was still on the Statute Book.
Just because you have an OBE, doesn't mean that you have the skills to herd sheep over London Bridge and even if you did have the necessary skills, they would probably be killed by the traffic.

Its a little over 2 miles by foot, its a pretty little walk up the Thames where you can pass St. Paul's, Hay Galleria, London Eye, Tate Modern, Hay Galleria, HMS Belfast, The shard, London bridge and Tower bridge. BY underground it is easy to get to simply take underground station Waterloo. :)
