Only go up in two tones. A medium to dark brown would look good but subtle. Anything too light would look unusual.

Don't highlight, in my opinion that's a rip-off, you can hardly see the difference. I think an ash blonde color would look brilliant, while your at it you could make it wavy and cut it just below the shoulders.
