Not really. If you use certain software to really clean the hard drive, maybe then it is safe. A simple format just basically resets counters to say it is O.K. to write new data in the cluster. However, there is other software that is readily available to restore the data back unless you use a program (and I am not endorsing it in particular) like "Drive Scrubber".
Then there are very many multiple passes to really erase the data from the drive. It could take hours to run and really clean things up entirely. I bought it and only used it 1 time when we gave away an old laptop that had personal and financial data on it to a relative for school.
