Okay. If you are at full heart, it doesn't mean that you can marry Lumina, or any other girl yet. There are other factors that allow you to marry.
-First of all, you must get your love interests heart to about orange or red.
Since you have done that, you should consider the other requirements.
-You have to have you house upgrade to level 3.
-You have to have bought a double bed.
-You must have collected no less than 60 sprites, and have rescued the Harvest Goddess. (When you have collected 60 sprites she appears).
Even leaving one of these requirements out, you cannot marry. Otherwise, if all these requirements are met, you should have no problems with courting Lumina.
