Yes, but let a technician check your Hard disk drive if it still works. Depending on how damage your computer is. If it wont work, just download it again. Tiresome but cautious effective way. No one can tell, maybe your old HDD will blow up your new one.
Generally, you can transfer your songs from the hard drive in the old computer to the one in the new one, unless of course the hard drive is what was wrong with the old one. If the old computer is not working, you can remove the hard drive and hook it up in the new machine. I have yet to see a hard drive damage other components in a PC, and I've moved lots of hard drives between machines. It is not to say that is impossible, I've just never seen it.

Yes, if you sync with the library of the other computer it will replace your songs with the songs of the new computer.
If your songs are already in the new library, you will not loose any of your songs.
The songs will still be there on the original computer. If you want to copy your songs to your new computer you are free to do so and it will work without problems. How do you download your current library onto a new computer? If that's what you meant, then you would have to: 1) Add all your songs on your current library to a disc or USB stick and upload them onto your new computer. or 2) Re-download the songs with your new computer.
go to file and create new playlist. then drag songs from your library into the new playlist
because your ipod isn't authorized to the new computer. what i recommend doing is move all music to one computer with a flash drive and then when you delete the songs off of your ipod on the new computer, you will sink the same songs onto it. if that doesn't work, just move your songs onto the old computer. derpinfloogle

You should be able to sync the information into the new computer but if not I would call apple and see what they say.
