If my friend takes a medicine like allergy medicine or just pills that aren't for her is she doing drugs or not?

Well, technically she is taking drugs, as allergy medicine is considered a drug. Nevertheless, there is a distinct difference between taking drugs for medical reasons and using them recreationally. Also, due to the connotation the phrase "taking drugs" carries, it would be best not to refer to her behavior in those terms, especially in a casual setting.
It should also be noted that if your friend is using drugs such as Benadryl soley to induce an altered state of consciousness, then the situation is quite different.
