If one person purchases a software program it is legal for other people to borrow the software and install it even though there is a warning against it on the package?

Of course not. It is a violation of copyright laws. Those making
copies are stealing the software from the author.
It is very possible to do so in many cases, but it is still illegal and subject to prosecution.
The incidence of multiple users for a single computer product led to programs that required the original media to be present to run the program, or more recently to the online registration programs required before a program can operate. Because of the costs involved, there have been few prosecutions for individual program violations.
