If someone asked a question and answered their own question and removed the answer they used to answer their own question could that person still get banned or warned for blanking?

You don't know if someone opened a question. If the question is not about a celebrity or other well known person, the question is not allowed. Such questions are removed from the site.

Provided you're not removing a good answer - it should be okay. Blanking - is removing a perfectly good answer completely and leaving it empty. If you're removing an obviously wrong answer, that should be fine. We supervisors will usually look through the history of the question before chastising someone for blanking.
