You and your friend are comitting an offence,by obtaining a pecuniary advantage from a certain authority,by with holding and or concealing an important fact that could in effect decide the outcome of the bursary.
Why does he not declare this fact to them?
Maybe they may still grant him the bursary,depending on his circumstances.
