The hangup here is the "was reported to". Being "reported to" do something doesn't mean you actually did it, and even if you did, it doesn't necessarily mean that what you did was in fact illegal.

Any violation of the law is automatically a parole violation, so if this person really did break the laws regarding child endangerment then yes, it would be a parole violation.
