The height for a counter height stool will vary. However most of them aveage at a height around 30". Some may also vary at a height of 24-26". Basically it will depend on where you purchase them and the brand that you are interested in.
A counter table can be any length of width but measures 34 to 36 inches high. A standard height table can be any height or length but measures 28 to 30 inches high.
A step stool that is only 5 inches high is rather short for a stool. You could build one with 2x4 lumber, which on its longer side measures three and a half inches (the name 2x4 refers to the size of the wood before it is trimmed), and then add a sheet of three quarter inch plywood on the top and the bottom, which adds in total another inch and a half; the structure will then be five inches in total height.
