The government doesn't neccessarily have free money that they can give to just anyone. Afterall, the national debt is billions of dollars, and growing every day. A pereson has to pay a fee for a kit because the government can't give everyone in America a free whatever the national debt would be astronomical, and we would have to pay even more taxes, and no one wants that now do we?
