The ruach is associated with emotions; and the neshama is associated with godliness. These two mature over time, but the ruach begins to be functionally present around the fourth week after conception, when the fetus begins to have a brain and a heart. It could be characterized as "rudimentary" until immediately after birth. The neshama is the slowest to mature, though it too is present in (or with) the developing fetus. All three are imparted by God.
