If you have a hydroboost brake system (on 3/4 ton diesel and some 3/4 ton 454 trucks) you will not have power brakes if you loose the Power Steering pump. However, if you have any motor besides the 6.5 diesel or 7.4l, you have vaccume assisted power brakes. You can tell which you have by looking at the firewall where the master cylinder is, if you have a large round pancake looking thing attached to the back of the master cylinder you have vaccume brakes, if you have a small hydraulic gizmo (you can tell by the three power steering lines attached to the sides of it) you have Hydroboost brakes that operate off of the power steering pump. Your Suburban likely has hydro-boost power brakes which are hydraulically powered by the power steering pump. If you lose assist to one, the other loses as well.
The power steering and the power brakes share the same pump. The pump belt may be loose, the system may be low on fluid in which case you have a leak somewhere or the pump may be faulty.
The power steering pump also provides power for the power brakes.
On my 99 Suburban, You have to rent or buy a puller for the power steering pump pulley.
Begin by removing the belt from your 1994 Chevy Suburban power steering pump. Remove the power steering pump hose. Remove the power steering pump retaining bolts. The power steering pump will come off.

Heavy electrical load and a badly worn and or loose belt that is slipping! There is a steering position sensor at the base of the steering column that tells the variable assist power steering how fast you are turning the steering wheel. When it gets faulty, there will be lurches and surges in the steering. Easy to replace, costs about $60 from GM.
