The US Centers for Disease Control and Prevention and World Health Organization are able to do lab tests to determine what kind of flu someone has. Each year, they investigate the different flu viruses occurring around the world. For the US, they test the types of viruses that have occurred on the other side of the world during their flu seasons before our flu season starts. If they see that there are new types of viruses infecting those people tested, new vaccines are made for us to take to prevent the new viruses in anticipation of them reaching us when it is our flu season. We are then usually prepared with immunity to that year's active virus strains for when our flu season starts.

In the 2009 Swine Flu epidemic, the vaccine in the flu shots that were taken before that at the beginning of the flu season, was not protecting people from the type of flu that was spreading. It was also spreading at a time of year that was unusual for new ones to occur.

That is what caused doctors to wonder why things were different than they expected, and to want to find out exactly what was making the people sick. So they contacted the US Centers for Disease Control and Prevention (CDC) and/or the World Health Organization (WHO) and initiated an investigation to see what the microbe was that was causing the illnesses and deaths. They were a little surprised to see that it was a totally new form of virus that had mutated in the interim.

At that point the CDC and WHO started alerting the medical communities around the world that a new type of flu was spreading and people did not have any immunity from vaccines or from having had similar types of flu viruses in the past.

It is that combination of events which started the activation of the epidemic prevention measures that are in place in the medical communities, CDC, and WHO. Those preparedness plans are there for this very type of infectious disease situation and help to keep us all safer from epidemics and pandemics.
