They would be half brothers or half sisters because they have the same mother but different fathers. They would also be first cousins to each other because the father of one is the brother of the other's father. Having dual relationships like this is not unheard of, although it is not very common these days. One way this could happen and be perfectly acceptable to most people would be if the one brother married, had children and died; then the other brother married the widow and had more children with her. Before the 20th century, the mortality of women in childbirth meant that it was more likely that two sisters would marry the same man, in sequence.
