If by "abscond" you mean 'flee' to avoid arrest, prosecution or sentenced punishment, then you are, in all likliehood, actually a 'fugitive from justice." All US states and possessions honor each other's requests for extradition.

If Oregon wants you back, they will get you back. Whether or not it affects your driver license would depend on the charge. It's rather a silly thing to 'flee'.

If the DUI is a misdemeanor DUI probably not. If the offense is a felony DUI you can be extradited from all 50 states including canada which has a agreement with the United States to extradite you back.
