Anyone has the ability to draw, it's just whether that person is willing to try to acheive their goal. If they really love to draw then they will practice and eventually be a great drawer. I myself really love to draw, and I draw a lot and I'm pretty good at it :) So, that's all there is to it. Just try and you can draw anything you like....just don't make a fuss over a drawing you did bad on...because that will just make you hate drawing. You just gotta retry it and see how you improve each time.
To draw hands start with a circle, then draw hotdog shapes inside of them, add lines, and ur good. Really, it's all about how much you practice

Well the best site I know on how to teach you that is Manga University, because it's really good and safe. It teaches you how to draw guidelines and how to draw the nose and mouth. It even teaches you how to draw really good eyes. Just type it in on Google and the one that says Manga University is the one. If you want something simpler then I recommend looking for a tutorial on Dragoart. Dragoart is really good if you're looking to draw specific characters, or specific parts. Anyway I'm sure you can find more.Hope I helped! :)
