Some do, some don't. Depends on how loose it is.

You should be able to pull back the foreskin over the glan without it hurting in theory. As written above it depends on how loose the foreskin is. If you are finding it difficult to do this then practise it when you have a bath or shower. If after a few weeks you have not progressed at all then it is possible to have a circumcision performed. This surgery is usually for last resort purposes.

The only answer we can give is that it depends on the individual. Some boys can retract their foreskin earlier than others. As you develop through puberty, your foreskin will naturally loosen and therefore enable retraction. However, this isn't always the case, and stretching the foreskin (see related question below) is recommended.
