Um I don't know how old you are but if you're an adult and 5'4" and only 67 pounds then you are NOT fat, you're under weight. I'm 5'4" and weigh 130. I'm not fat but I also want to lose the thigh fat and get down to 110-115. If you're an adult I wouldn't think anyone would want to be under 110lbs at your height. It all depends on your build too. If you have a wider frame then you should weigh more but it doesn't mean you're fat. One of my friends could be a super model and wears size 12 jeans because her hips are so wide. If you're really concerned go to a doctor.
You will need to look up your body mass index. It depends on your age, gender, height and weight. You can Google search for a BMI calculator. Assuming you are an 18 year old female, your BMI is 23.4 which is HEALTHY. If your BMI is over 25 you are considered overweight.
5'4 and 95 pounds is nowhere even close to fat! By the way, if someone that height and weight is 16 or older, they are underweight. If they are younger than 16, they are still at risk of becoming underweight.
