It's not an issue of right of way, the issues are safety and courtesy. You are acting correctly, and they are technically in violation BUT neither of these facts is a reason to promote tension or recklessness on the road. IF it is safe to do so, move over. It costs you nothing and it's certainly possible that the other driver has a actual need to be over the speed limit. Even if the other driver is just a jerk, there is no 'up' side to causing more frustration on the road.\ Besides, there's always a chance that there's a trooper waiting at the next overpass. In most areas, signs are posted "Slower Traffic Keep Right". This means if you are slower than other traffic you need to keep right regardless of your speed. In some rural area, signs are posted "Keep Right Except to Pass". In this case you should be in the right lane unless you are passing someone. Regardless common courtesy is to move over to the right when traffic permits and avoid crusing in the left lane. If you are making every vehicle that is faster than you pass you on the right you could cause or contribute to an accident.
