It would be best if this is being done against the cosigner's wishes for the primary to contact local law enforcement to notify them of the situation, and to take the vehicle in the quietest way possible. Law enforcement is not likely to get involved, because it is a civil matter; however, if it turns into a disturbance, and the peace is breached, they will become involved and potentially someone will be arrested.
