If you otherwise qualify, yes, however, it is illegal for the felon to have possesson of a handgun, so if you live in a house with a felon, to technically be legal, you would have to figure out some way for the felon to have absolutely no access to the gun or the ammunition. It would be a good idea to check with some local authority, such as a reputable attorney familiar with local laws and DA procedures.
