How do you know she wanted to go out the whole time? Why didn't she take you up on your first offer? Too many questions left unanswered to be able to tell. But my guess would be that if you know she wants to go out, ask her out but let her set the date/time/place so she can't say she's busy and throw you off. If you now have confirmation that she wanted to go out, previous statements you made out of insecurity no longer apply.
