If you become a member and then your membership runs out do you still keep your member items and abilities on runescape?

Dragon Items, like any other members item will be renamed "members object", it will be inactive and give no stats, you will be able to wear the item but it will act like you are not.
Play a f2p world while your membership is still active, see what you want to keep equipped and never take it off.
