I do not believe there is any non cheating way to restart your game and have all the cars at your disposal however there is a kind of loop hole that allows the player to keep things such as the parts of the reward cards they have already earned. Using this kind of loop hole also allows the player to be able to buy up to any type and level of car they had already earned or had.
I know this works on the PlayStation 2. I do not know about other game systems.
I would suggest doing this after beating the career part of the game so that all performance options at all three tiers will be available from the start of the so called new game however I believe you can use the so called loop hole at any point.
By simply getting busted and getting all the strikes on your car and it being the last car in your possession the game you can start a new game. After doing so and going through the cut scenes and such your completed challenge series and reward cards and other items and stats should be pretty much the same as in your previous game except for some items such as your money and the cars that you own. However after a little work and saving up some money you can buy much better cars as early as you can afford them and upgrade them only limited by the amount of cash you have.

If we all just went there in our own cars, there'd be a lot of one-occupant cars on the road. The fewer the cars on the road due to carpooling greatly reduces carbon emission.
Fuel cell cars use hydrogen to drive the fuel cell in the car which generates electricity. The only emissions are water and heat. No carbon dioxide at all. (The production of the hydrogen will have a carbon footprint, unless it was produced using renewable energy.)
