There are several misconceptions on full auto firearms. First, you cannot legally purchase the receiver of a machinegun (which includes the lower of an M16) and walk out the door of the gunshop. Only the dealers that are licensed as machinegun dealers can sell one, and only those lowers that have ALREADY been registered by May 1986 CAN be transferred to a private citizen. You will need to apply to the ATF for a transfer of the firearm, pay a $200 transfer tax, and several months later (if all goes well) get your transfer document with the stamp from the ATF. The dealer can THEN release the lower to you. BTW, the current selling price for a LEGAL transferrable M16 is about $26,000.

The answer is yes you can, however it MUST be shipped to a FFL regardless if it's within your own state or not. The FFL (Federal Firearms License) holder verifies that the person who will receive it in the state can own in legally. The receiving FFL MAY have conditions on how it's sent etc. It is also EXTREMELY advisable to send a copy of the FFL with the rifle and you can verify a FFL's license on the ATF website.
