While generally, to get a refund, you must have paid in something...either by withholding on your paycheck from your employer or making estimated payments. (People without jobs, who still have income, say from investments or such, must make estimated payments of tax every quarter of a year), there are a number of social benefit payments that are done in the tax return filing. So, if you are applicable to get one of those, and you don't file, you won't get the money.
