are your hamsters currently on their mother? hamsters repreduce milk and so maybe your hamsters are just drinking her milk.

Probably when it starts walking around and its eyes are open. As far as I know, most baby mammals don't start to drink water until they are almost completely weaned. Guinea pigs would have to be an exception though; their babies are precocious and drink water from a bottle a day or two after birth.

Make sure you buy one that looks healthy and is young! I prefer getting EVERY THING at Pet Supplies Plus because you can see the hamsters ! And mostly the other pet stores have the igloos backwards so you can't see the hamsters..... I would go hamster shopping at night because they are nocturnal HOPE THIS HELPS...... :)
