cats are very territorial and feel very threatened when a new cat comes within their territory so your answer is basicly a new cat. although they do seem to run away in summer a lot too.
Is that example from a specific story, or just a general example? Situational irony is when the situation turns out to be very different or opposite of what is expected. The cat running away is NOT opposite of what we expect. We expect a cat to run from a dog. If the dog runs away from the cat, now that's unexpected. So that would work as an example from the world of situational irony.
You have to hold the dog in your hands while letting it interact with the cats at the same time. Do NOT however, hold the cat because if it gets scared it will want to run away and if you are holding it while it wants to do that. Try this over and over again until the cat and dog get used to each other. If they really do not get along, you will need to consider another dog (breed).

For the PS2 version, you can make your animals run away by not caring for them (making them starve, not buying a bed for them, etc.) but I am not sure if it will work for PC.
