Giving your Cubone a Rare Bone will not make it evolve. To evolve Cubone into Marowak simply level it to level 28. There is a bone item of note to give Cubone and Marowak called the Thick Club. This hold item will double their Attack stat while held and can be found held by wild Cubone and Marowak.
