you can go any where with a permit, if your planning to stay there to live you would have to change it and for that information you would contact the Florida mva to see how long you have to change it.

If you talk to the California Highway Patrol (1-800-TELL-CHP), they will tell you that only a valid driver's license is acceptable--an Illinois permit won't work.

Most states will not honour an out of state learner's permit. You would need to contact the Illinois DMV and ask them if their state makes an exception.
