Grapes grow on vines, not trees. Inasmuch as a grapevine is a trailing plant I think anything growing over the fence could be considered as belonging to the neighbor. If I had a neighbors vines growing over the fence into my yard I would consider the portion in my yard as mine. The root of the vine, obviously belongs to the person in whose yard it is located.
