If a program won't uninstall, it's either a very poorly written program, it's spyware, or a virus
1. Conduct a virus scan using either AVG, TrendMicro, Panda, Kaspersky or other Anti-Virus
(I wouldn't recommend Norton/Symantec as it's very hard on system resources)
2. Remove/quarantine any infected files found during the scan
3. Conduct a spyware scan using Anti-Spyware/Malware (MalwareBytes is a decent program.
4. Remove any instances of spyware found during the scan
5. Remove & delete the folder the program resides in
6. Conduct a registry scan (Highly recommend Jouni Vuorio's as it's very small, clean, automatic, and makes a backup). Remove any old registry keys
Doing these steps should get rid of the stubborn program.
