If you have a twenty gal long fish tank is it normal to have bubbles from the stone almost completely covering the surface of the water then goes away after you feed them?

Your water must be pretty rotten if the air bubbles remain as bubbles instead of bursting immediately they reach the surface. My advice is to do two things. 1 is to replace the airstone with a filter ASAP and the other is to do a water change NOW. The basic rules of sucessfull fishkeeping are. :- 1 inch of fish must have at least 1 gallon of water. :- Every Tank must have a permanently running 'cycled' filter. :- Every tank must have at least 50% of its water replaced every week. If you keep the above rules your fish can do well. If you fail in the above I can guarantee that your fish will get sick and die way before they should.
