Anyone can be[come] a bully. Even if one doesn't bully throughout their entire life, they can bully someone in one conversation at which they are a bully, but it doesn't mean they will always be one.
Only the police know...but they can, however, track down the bully using special software and using their computer knowledge. They can then find the bully and speak to them, and have them put in record. There are many other ways...but I am unsure.
It does not matter if they are female or male, as either one can bully pretty harmfully. If you do have a child or know someone who is getting bullied contact a teacher, principal, or if an extreme case the police or the bully's parents.
