If you have removed your windows live messenger on your PC and when trying to re-install a message appears saying you still have it on your PC but you cannot locate it?

It depends what you did to remove it. If you simply deleted the file from the Windows Live folder, the registry entries will still be there - thus the computer says you already have it. You need to uninstall it - click Start > Control Panel > Programs and Features. Scroll down the list (it should be alphabetically sorted). Find Windows Live messenger and left-click it . Confirm you want to uninstall it, then re-boot your computer onve it's been removed. Once you've re-booted - download Messenger from the internet - and install it.
