The radio shares the same power as the cigar lighter. When car is off neither work. Putting power into the plug fires up the radio. This means that using a solar panel to keep the battery up will not work on this car w/o putting the lighter power feed onto a battery supply fuse at the fuse panel.
It's a plug. One end goes into the the cigarette lighter outlet of the car, and at the other end there's a slot for an USB connector.
Travel chargers tend to be smaller, and often plug into a different outlet, such as the cigarette lighter socket in a car or the USB port of a laptop. Regular chargers are often more stable, and may include a port for the item to be charged to rest in or on.
Mains voltage in new Zealand is 230v AC 50Hz. Mains plugs are 3-pin, with a vertical Earth, and two inclined pins for Phase and Neutral. (Same as Australia) If the charger you are referring to is the type that plugs into a cigarette lighter - these are common to all (?) cars.
Through the cigarette lighter.
Assuming the question was meant to be "Can you safelyleave things plugged into the cigarette lighter of a car if they're turned off?" - the answer is yes.
If the cigarette lighter would normally work without turning on the ignition, yes.
If you are talking about a car's cigarette lighter then yes if you have the proper phone adapter/charger.
Doesn't have a cig. lighter--that is a port for phone charger--not a lighter!
Check the fuse. If you use a phone charger or any other aux device in the cigarette lighter most likely blew it.
Sorry, no - there is no shut off switch for the cigarette lighter. It is wired so a person can use the cigarette lighter without having to use the ignition key to switch to the accessory position or start the vehicle.

With the right kind of adapter, a cigarette lighter in the car can be converted to a typical AC outlet like you would find in your home.
The cigarette lighter / pwer socket is a constant hot socket. In most cars you can use this power socket at all times. It is best to remove anything(except the cigarette lighter) from this socket when the car is off.
Either there is a fault in the cell phone charger (try it in something else) or the wires on the cigarette lighter socket are reverse polarity. Check centre of socket is positive.
