A dandelion bud, which is an immature flower cannot grow into another dandelion plant. Only the seed-head can do this.

It's very easy - just take a stovel and make some digs - then put your rose (with roots) in a hole and drop ground on it.
If you drop it and it rolls back into the water, you take another free drop, if this rolls back into the water you place the ball where it touched the ground on the second drop. Remember, no nearer the hole.

Sometimes they do. Different plants have different ways to disperse seeds. Some are blown in the wind eg Dandelion, Sycamore, some just drop to the ground below the plant eg most fruit trees, some are dispersed by sticking to animals fur eg Bidibidi, some rely on on animals to eat the fruit and excrete the seed somewhere else eg different berries
Because if they didn't have wind then the seeds would drop on the ground and grow up under the plant and not really grow at all.
