It depends on how large the fleece is, how dirty it is, and how much is lost in skirting. Probably at least half will be lost in processing before it even reaches the spinning wheel, but some fleeces are simply of better quality and have less waste than others.

the USA produces about 25% of worlds waste alone with not even 10% of the worlds population. Due to its huge economy Americans have purchasing power which enables them to buy huge number of things which directly or indirectly account for waste production. though Sweden and japan produce huge amounts of waste(nowhere near US) the recycling rates there are about 85-90% thus waste is incinerated(which cannot be incinerated).
