You can purchase temporary plates inside of the state you purchase the car. Temp plates are good for a short period of time so that you can transport the car.
Interesting add on! No, the car never has to go back to Wisconsin, nor do you if the car does not need emission testing. The motor vehicle department no longer checks vin numbers of cars entering Wisconsin. You can mail the application in and get your plates through the mail.
