As the machine ships with Vista it should be able to install Win 7. The usual warnings about creating backups of all the data you cannot possibly loose still aplly.
You can cancel it using a special cd, but you are using bitlocker for the system disk (where vista is installed) and you will try to cancel your password you will loose all your data.
Remove the power locks and windows fuse you will loose power for your windows also

It depends on which password you forgot. If it's that one for BIOS, you have to send it to Dell and ask them to cancel the password. They charge for such things so get ready you credit card. If you forget password for Windows then again it depends on which kind of windows you have. For vista ultimate with BitLocker on there is no chance to cancel password. You will have reinstall system or cancel the password and loose all data on encrypted drives. You have something simpler, you can find a special CD in internet to cancel passwords for windows NT based systems (windows NT, 2000, xp, Vista Home, Business and so, Ultimate with BitLocker off).
...if you shut off your computer.... you shut off windows along with it. Explain to me how you would shut down vista after your computer is off. That's a question worth asking on this site. The answer is almost as interesting as the question. The simple answer is 'NO', shut down Windows (whichever version) first, when it has shut down properly and it is safe to do so it will normally turn the computer off for you. Just turning your computer off with the switch can cause your hard drive to loose data - which you probably do not want. However if Windows has hung and will not respond to any typing, clicking etc you may have no choice but to do this anyway and just hope nothing goes badly wrong.

If you have an account which is not an administrative type, you cannot change passwords for administrators. You can try to reset the password but if you are using encryption you will loose your data. this is the queston peroson lol.. but how do i reset it?

Yes it will, but it will also remove EVERYTHING on the drive; your personal files, settings, programs, even your operating system. Don't attempt to format your hard drive unless A) You are prepared to loose everything on the drive AND you have experience installing Windows or another operating system. B) It is a secondary drive (such as an external hard drive) which has no system files AND you are prepared to loose everything on the drive.
