If you replace the Fog Lamp of your 2004 VW Passat with after market lamps do you need to do any rewiring or is it plug and play so to speak?

If there are already lamps there you can as you say plug and play. I suggest when you expose the wires you seal with a genorous amount of electrical tape or a shrink tube.
