The more popular and safer mod to do would be to buy an entirely new gauge cluster out of a wrecked neon that had a tach. SRT and Tach clusters are direct swaps into neons with no tach (I've got an '03 SE with an '03 SRT-4 cluster). One downside - your mileage won't carry so your cluster will read the milage on the car it was removed from.
You have to replace the cluster with a metric cluster.
It's a problem with you instrument cluster. I refurbish these circuit boards so there's no need to replace one, which wouldn't even read the right mileage. Contact me at ANCTechnologies at hotmail
I had read that what you have to do is after you replace the cluster try to start it once. Leave the key in the on position for at least 10 minutes and that is supposed to reset the anti-theft system and it should start and run fine.
My friend bought a 1991 Trofeo with a dead guage cluster. After some Google research he just changed out a capacitor on his gauge cluster (IPC) and it made it work again. The odometer then showed "Error" so he changed the BCM (Body Control Module) and it then read 149356 which could be the mileage of the replacement BCM. We aren't sure what the real mileage is so I can't say if 149356 is correct but at least it is not reading error anymore. The BCM from a junkyard was $70.

Read your maintenance schedule. Usually it means that it's time to replace oil, rotate tires and depending on mileage air filters etc.
Read it from the odometer - a total mileage recorder usually on the speedometer dial.
Read the digit from left to right.
I had that same problem and I had to replace my dash cluster.
It should appear in the little window at the bottom of the speedometer dial. Next to it there should be a push switch to change from odometer mileage to "trip" mileage.
