Well, cats shed their fur just like humans shed their hair, so if the hairs changed color when they fell out or were shaved, the cat would be constantly changing colors. So, yes, if you shave a cat, it will grow back the same markings.
I have a cat that is completely black, except for a couple of white hairs here and there: a few on her lower belly, a few on her chest, a few on her armpit (under her front leg), and one on her back. The one on her back is definitely my favorite, because it's just so odd, you know, a black cat with one, single, solitary white hair on her back.
