The monitor screen is completely autonomous to the computer itself. If you're using a desktop computer and not a laptop, it's perfectly fine to turn off the monitor and leave the computer running. You cannot, however, shut the lid, sleep, hibernate, or do anything to a laptop an keep the downloads runnings. You can turn down the brightness on your laptop if you wish, but you can't shut it off entirely.

No. When the computer is shut down, the user that had locked the system will also be logged out. Upon turning back on, one will find simply a regular login screen.

It sounds to me like this is the screen saver coming on. When you move or click the mouse the screen saver will go away. If you want to shut off or change the screen saver time out, you can right click on the desktop and select 'properties'. Then select screensaver and here you can change your settings.
