In general, once paternity is established, the non-custodial parent must pay child support as order by the court. The amount of child support can be modified if there are matieral changes to the parent's financial circumstances, but not terminated prematurely. If parental rights are are signed over, child support must still be paid--otherwise, non-custodial parents could sign the rights away to avoid paying.
